1. Welcome
Thank you to all in attendance and welcome to new community councillors. The ASLCC would like to wish MMA a speedy and totally successful recovery.
2. Minutes of previous meetings
Proposed by NMA and seconded by TW.
3. A82 Upgrade
SML represents the A82 Partnership which launched the 'A82 Campaign'. There has been pressure for the Scottish Parliament to include the A82 in the Strategic Transport Project Review which should be published by the end of 2008. Recently the A82 Campaign travelled to Edinburgh to meet with 13 MSPs including Stewart Stevenson, the Minister for Transport. Stewart Stevenson has indicated that the argument for improvements to the A82 has been won on the grounds of safety but not from the economic position. Improvements to the A82 compete with projects such as the Forth Road Bridge and making the A9 to Inverness a motorway. All Highland MSPs and Councillors are 100% behind the A82 campaign. The ASLCC and member Community Councils are very supportive of the A82 campaign.
4. Waterfront Development Update
Following on from the offer from A Dodds, Chief Executive, Highland Council, at the ASLCC meeting in July 2008, a meeting will take place on 1 December 2008 on the waterfront development. Representatives from the Fort William Waterfront Limited consortium (the preferred bidder) will make a presentation about the project to community councillors and, later in the day, to the public.
A discussion took place on the following points:
* Timescales and the impact on other developments especially another supermarket.
* Views of Highland Councillors from Lochaber.
* The assignation of the lease on the Tweeddale buildings.
* The impact of the current economic climate on the 'suspensive conditions' of the missives and the development itself.
* Positive aspects of the development such as housing, offices, petrol station, hotel, restaurant and jobs in construction.
* Flooding issues.
Everyone is encouraged to attend the meeting with the developers on 1 December 2008.
SML left the meeting.
5. Areas without Community Councils
It was decided to await the proposals for the elections in the spring of 2009 to see whether areas currently without a community council could generate interest.
6. Scottish Water Appeal
Letter received from Scottish Water stating that the appeal will be determined in due course. There are concerns about Scottish Water.
7. RAF Aircraft public meeting
RAF presentation on low flying will take place on Tuesday 27 January 2009.
8. AOCB
* ASLCC constitution to be circulated to new members.
* Members contact details to be circulated.
* Meeting dates for 2009:- 26 January, 27 April, 27 July & 26 October.
* Short discussion on cycle path progress.
9. Date of next meeting
Monday 26th January 2009 at 7pm at the Jubilee Pavilion, Ballachulish.
