BALLACHULISH COMMUNITY COUNCIL

Minutes of Meeting held in Jubilee Pavilion on Tuesday 5 February 2008

Present:- M MacAskill - Chairman (MMA); D Campbell (DC); S Grant (SG); K Hazelton (KH); L MacAskill (LMA); R MacLaren (RML); T Whyte (TW); M Wilson (MW)

1. Minutes of last meeting - Proposed RML, Seconded SG.

2. Underage Drinking / Youth Facilities
The situation has improved lately.   The 2-Lochs project drop-in on a Friday evening at the village hall has now started.

3. Speeding buses
Buses speeding through the village are still an issue.   Everyone is encouraged to note registration numbers of any speeding buses or buses causing damage and report it to the police.

4. Community Website & Newsletter
The Community website is expected to up and running by the end of the month.   The first edition of the Community Newsletter is due out shortly.

6. Planning Notifications
The Ross, Skye & Lochaber Planning Applications and Review Committee met today in Portree.   One of the items on their agenda was the Scottish Water application for the development of the waste water treatment at North Ballachulish.

7. South Lochaber Community Councils
The five community councils in South Lochaber held a meeting with regard to the possible setting up of a South Lochaber association of community councils.   All five community councils are in favour of this.   MMA has spoken to Dot Ferguson, Ward Manager, who has no objections in principle.   The 3 Councillors for South Lochaber are also in full support of setting up a South Lochaber Association.   There is no conflict between South Lochaber and the Fort William Association, it is just that South Lochaber faces very different issues to Fort William and a separate association would better represent South Lochaber.

8. A82 Work
a) A82 Working Group - Next meeting is on 20 February 2008.   ACTION MW & RML attending.
b) A82 Speedlimit - An update on progress is to be requested.
c) A82 Action Group - MMA & MW attended meeting in Fort William.   There is to be a campaign to get a higher profile for A82 upgrade.

9. School speedlimit - If not in place by next meeting, follow up when it is expected to be in place.

10. Planters - Weather has not been favourable for making a start on the Village Hall planter to date.   Work will start soon weather permitting.

11. Playpark & Jubilee Park - Playpark meeting date set for Monday 11 February 2008.   The Parks Committee has received £30,000 for drainage works at the Jubilee Park and it is hoped that this will be match-funded.   It was reported at the Forum meeting that there are to be two new pitches at the Lochaber High School - one being an all-weather pitch.

12. Finances
RML presented the financial report as at 5th February 2008.   The Parks Committee has agreed to pay £300 towards the insurance costs.

13. Notice Board - Ongoing.

14. Boatsheds - ACTION - MW to arrange a site visit.

15. Footpaths - The consultants have confirmed that the feasibility study is with Transport Scotland and will be followed up with meeting.   It is expected that they will come back to the Community Council after the meeting.

16. Information Boards - ACTION - LMA to arrange a meeting with Folio Hotels.

17. Ward Forum
The ward forum meeting took place on Monday 4th February 2008.   The main items discussed were the draft local plan, A82 update and community safety update.   The next ward forum is on Monday 10th March 2008 in Ballachulish.

18. Glencoe Police Station
Great concern was expressed about the lack of consultation on the plan to remove the civilian presence from the Glencoe Police Station which will have the effect of closing the police station to the public.   ACTION - MMA, RML, SG & TW - letter to be written to Fergus Ewing, copied to Chief Inspector.

19. Slate Arch - RML to continue to follow up with Dorothy Maxwell, Highland Council.

20. Road condition between the bank & shop
In response to the Oban Times, the Scottish Coop have said they will repair the road.   ACTION - TW to do a follow up letter.

21. Glencoe Hospital
MMA & SG attended meeting re the closure of Glencoe Hospital.   There are concerns about what happens at Abbeyfield now and the proposed 'hospital-at-home' scheme.

22. A O C B
- Picnic Table on Quarry footpath - ACTION - DC to obtain costs.
- With regard to road gritting, the ice sensors are in the cats eyes in the centre of the road.
- No response from the Lighting Dept re the Park Road lights that are not working.
- AC reported that the Laroch Bar have joined the Pubwatch scheme.
- Slated entrance at TIC requires maintenance.
- Response from Highland Small Communities Housing Trust (HSCHT)confirms that there is no provision for a play area in the Glenachulish development.
- The HSCHT have indicated that they are keen to allocate the two plots at West Laroch and are inviting applications.   ACTION - TW to invite Susan Hunter from HSCHT to next meeting.
