BALLACHULISH COMMUNITY COUNCIL

Minutes of Meeting held in Jubilee Pavilion on Tuesday 3 November 2009

1. Minutes of last meeting - Proposed SB and seconded DC.

2. Slate Monument
SB has been in contact with Dr Grant’s family and they are delighted that he is still being remembered in Ballachulish and are very happy for the slate monument to be dedicated to him. They were also able to confirm the information previously received on Angus Clark, to whom the slate monument will also be dedicated.
SB left the meeting.

3. Fireworks / Bonfire night - Preparations for the event are well underway.

4. Community Council – No nominations received for a new youth member. ACTION – SG to raise at Youth Forum meeting tomorrow.

5. Speeding Buses & Cars – MMA spoke to Ian Bruce-Low, Highland Council – who has not yet received the report prepared by the police. ACTION – TW to write to Jim Tolmie requesting action is taken with regard to speeding vehicles in Albert Road and Park Road.

6. A82 Work –MMA spoke to Derek Donald at Transerv and has asked him to put in writing why the work promised has not yet been done – awaiting letter.

7. Abbeyfield parking / planning issues - Cllr Gormley taking up the issue with Abbeyfield’s management – awaiting feedback from Cllr Gormley.

8. Dog Bins – New bins now in place at the quarry gate and Park Road.

9. New Co-operative Shop & Public Car Park at Village Hall – No response from Highland Council on dates requested for meeting to discuss the situation with the Co-op.
The refurbishment of the existing Co-op shop is underway. It is understood that the refurbishment will provide more freezer units and rebranding to Somerfield.
Letter has been sent to the Licensing Board with regard to application to change alcohol capacity. Licensing Board stated that the application contained an error and it is a reduction and not in an increase in alcohol capacity that the Co-op have applied for.

10. Roadworks in Village – Ongoing.

11. Grass cutting & Planters - Grass cutting in the village is now finished for the year. ACTION – KS to chase up work on the planters at Angus Crescent.

12. Planning Notifications
a) Weekly list of planning applications – 2 applications – Copy of letter of objection received on one of the applications. The application and objection were discussed. It was proposed by LMA and seconded by SG that the community council does not have an issue with the planning application. ACTION – MMA to write letter to planning office stating the community council were copied into a letter of objection but the community council does not have an issue with the planning application.
Members of the public left the meeting.
b) No comments to be made on the Highland-Wide Local Development Plan.
c) Letter received from Scottish Government summarising the recent changes to the planning system.
d) E-planning – with effect from January 2010 Highland Council are launching an e-planning service where all planning applications will be managed electronically.

13. Finances – Accounts to 31 August 2009 have been prepared and are being audited. Invoice for web maintenance was proposed by AJ and seconded by SG. Invoice for hall decorations proposed by SG and seconded by SG.

14. Boatsheds - Cllr Gormley raising with Highland Council archaeologist – awaiting feedback from Cllr Gormley.

15. Ballachulish Slate Heritage Project – All funding is now in place and work is progressing with the pathways and picnic tables, equipment has been ordered and quotes are being obtained for the interpretative signage. The content of the signage will come back to the full community council before the signs are made up.

16. Slate Arch & Quarry – All local businesses are encouraged to join the Outdoor Capital of the UK (OCUK) to be included in the information board which will be provided by OCUK and will be put up at the quarry entrance.

17. A O C B
- Awaiting feedback form MC with regard to the lights at the underpass – ACTION – MC to follow up.

- Highland Community Care Forum – summary of findings on first part of consultation for the new Highland Joint Community Care Plan received. Second part of consultation process is currently underway.

- Next South Ward Forum meeting is on Monday 23 November 2009 at the Council Chambers in Fort William at 6:30pm.

- Association of South Lochaber Community Councils (ASLCC) date of next meeting to be confirmed.

- Ballachulish Community Council meetings – December 2009 meeting will take place as normal but there will be no meeting in January 2010.

- Thanks to AJ for getting kerb at GP surgery fixed.

- Highland Council Draft Local Transport Strategy is out for consultation until 11 December 2009. Information is available on Highland Council’s website www.highland.gov.uk.

- Village Christmas Trees – ACTION – TW to e-mail SML.

- List of correspondence for month circulated.

Next meeting is on Tuesday 1 December 2009.
