BALLACHULISH COMMUNITY COUNCIL
Minutes of Meeting held in Jubilee Pavilion on Tuesday 4 March 2008

1. Minutes of last meeting - Proposed MMA, Seconded RML.
2. Underage Drinking / Youth Facilities
LS reported the general view from the Pupil Council at Kinlochleven School is that the drop-in 2-Lochs project is very successful.
3. Speeding buses
There are still a number of complaints being made about buses traveling through the village and along Albert Road. ACTION - JC will speak to transport managers of the bus companies regarding the general concerns from community council.
4. Community Website & Newsletter
There has been a slight delay in getting the website up and running but it is hoped that it will be available by the end of this month. Banners at the bottom of the web pages have been added to allow for advertising by local businesses. It is proposed that there will be a charge of £100 per annum for advertising - this will help to cover the costs of maintaining the website. The first edition of the newsletter has been well-received. Articles for the next newsletter are needed and should be e-mailed to balcomnews@aol.com.

6. Planning Notifications
The Ross, Skye & Lochaber Planning Applications and Review Committee held a site hearing today at North Ballachulish for the Scottish Water application for the development of the waste water treatment at North Ballachulish. The application has been rejected.
7. South Lochaber Community Councils
A further meeting was held to discuss the constitution and office bearers of the proposed association.
8. A82 Work
a) A82 Working Group - ACTION MW & RML attended meeting on 20 February 2008. There will be no A82 road closures as the bridge at the Clachaig road-end is put in place.
b) A82 Speedlimit - Orders are in place for the 40 mph limit but there is a delay in obtaining signage. Orders are still to be published for 50 mph limit. Both speedlimits are expected to be in place by May 2008.
c) A82 Action Group - The A82 Campaign is to be launched on 10th March 2008 at Inveranan. There is an on-line petition http://epetitions.scottish.parliament.uk (and click on 'e-petitions'). Everyone is encouraged to support the campaign.
9. School speedlimit - Now in place.
10. Planters & Quarry - Have now got an estimate for the planters. Work on improving the road surface in the quarry will start soon.
11. Playpark & Jubilee Park - Playpark meeting did not take place due to sickness.
12. Finances - RML presented the financial report as at 4th March 2008.
13. Notice Board - Ongoing.
14. Boatsheds - Ongoing.
15. Footpaths - ACTION - RML to follow-up for next meeting.
16. Information Boards - ACTION - MMA to contact Rowantree Foundation for assistance with content of boards.
17. Ward Forum - The next ward forum is on Monday 10th March 2008 in Ballachulish Primary School.
18. Glencoe Police Station
Letter expressing concern at the removal of the civilian presence at Glencoe Police Station has been sent to Fergus Ewing MSP and copied to the Chief Inspector at Inverness and members of the Police Board. JC is fighting to maintain civilian presence at Glencoe Police Station. ACTION - MMA to ask Cllr Donald Cameron (who is on the Police Board) to attend one of our meetings.
19. Slate Arch - Highland Council are to recommend that the work on the arch is taken forward as part of the Capital Programme for Environmental Improvements in 2009/10 and 200/11. RML to continue to follow up with Dorothy Maxwell, Highland Council.
20. Road condition between the bank & shop
The Regional Manager from the Scottish Co-op confirmed that the work on the road should be underway shortly. ACTION - TW to follow up.
21. Glencoe Hospital
ACTION - A representative from Abbeyfield to be asked to provide an update on progress at Abbeyfield now that the closure of Glencoe Hospital has been confirmed. Theresa James from NHS Highland is to be asked to attend our next meeting.
22. A O C B
- Picnic Table on Quarry footpath - ACTION - DC to obtain costs.
- With regard to road gritting, ask if the Winter Maintenance Programme is on the Ward Forum agenda.
- No response from the Lighting Dept ACTION - RML to follow up.
- Slated entrance at TIC requires maintenance - ACTION - follow up with Arches Craft Shop.
- Representative from Highland Small Communities Housing Trust (HSCHT) will not be attending our meeting as plots as West Laroch have now been allocated.
- An e-mail was circulated warning of a new computer virus - see separate notice for details.
- ACTION - RML to attend meeting on 6 March
