Minutes of Meeting held in Jubilee Pavilion on Tuesday 4 May 2010

Fireworks / Bonfire / Quarry
Meeting arranged with Ranger Service and Anne Hackett, Planning & Development, Highland Council on 10 May in the quarry – MMA, KS & LMA to attend. Planning permission is required to place the obelisk at the entrance to the quarry and costs to be obtained for base – Highland Council to pay all costs involved.
A82 Work - Official letter of complaint has been sent to Transport Scotland.
Community Council
Two nominations received for the two vacancies on the community council. Caroline Knox proposed by MC and seconded by SB and Kevin Smith proposed by SG and seconded by SB.
Speeding Buses & Cars – ongoing.
Village Walk-round meeting with Highland Council
MMA & SB went on walk-round meeting with Highland Council. This was a disappointing meeting and while it is appreciated there are to be severe budget cuts in the public sector, very little progress was achieved on the matters raised.
Highland Comfort Scheme
This scheme was set up to allow areas that had no public toilets to pay local businesses such as cafes and hotels to open their toilets to the public. It is concerning that it would now appear the scheme is being used to close existing public facilities.
New Co-operative Shop & Public Car Park at Village Hall – We now have a copy of lease agreement between Highland Council and the Co-op for the car park. Need to push for a meeting with the Co-op Area Manager to ensure they fulfill their obligations with regard to gritting, white-lining etc of the car park. ACTION – MMA & SB to take forward.
Roadworks in Village – Raised at HC meeting – disappointed to be told that work previously promised is unlikely to be carried out any time soon.
Finances – Treasurer presented finance update. Renewal of membership of the Association of Scottish Community Councils proposed by SG and seconded by MC.
Witch’s Slate / Boatsheds – note received from Cllr Gormley – Conservation Architect will carry out a site visit soon to both the witch’s slate and the boatsheds.
Outdoor Capital Noticeboards – Slate base for notice board to be arranged.
Slate Monument – ACTION – Office bearers to have a separate meeting to plan the open day for unveiling the slate monument – it is expected to have the open day in September. Tidying up the site is underway. It has been agreed that advertising banners can be placed on the new lamp posts on the path to the slate monument for an annual fee – any interested businesses should contact the Community Council.

Hole in road at MacColl Terrace – from HC meeting - there is no budget for such repairs – will keep pushing for action.
Path at underpass – further note received from Cllr Gormley – Transport Scotland has ownership of the underpass and the first few yards from the road are covered by Highland Council Roads Dept but there is still confusion over who has responsibility for the bit in between. ACTION – MC to provide paperwork on ownership.
MacColl Terrace / School Brae – further note from Cllr Gormley that any foot path would limit the road to single track. This is unlikely to work and the matter is to be given some thought.
War Memorial –ongoing.
Bus timetables – KS has reported back to Cllr Murphy who is now dealing with the matter.
Grit Bins – from HC meeting – expected to be in place by winter.
Path in Jubilee Park – Parks Committee are looking into getting this tarred.
Litter – concerns were raised about the amount of litter in the area. The school children are undertaking a litter-pick – ACTION – TW to do letter of thanks.
The primary school requested that the Community Council do a talk on its activities to the school and looking for any projects that the school children can get involved in.
Community Council Review – ACTION – office bearers to discuss at separate meeting.
Artwork at bus shelters – request from younger members of community to provide art work for Perspex units in the bus shelters. Agreed it was a good idea in principle. ACTION – Request permission from Highland Council for bus shelter at square.
Concerns were raised about people deliberately starting fires in the village.
Concerns were raised about the condition of the wall around the Jubilee Park.
