Minutes of Meeting held in Jubilee Pavilion on Tuesday 5 July 2011

Minutes of last meeting - Proposed by SB and seconded by LS.
Refuse & Recycling / South Ward Forum Meeting – Issues were raised at South Ward Forum meeting. Highland Council has agreed to look into a mini-recycling point in the village. The police reported that there has been no increase in reported fly-tipping. Fly-tipping is a criminal offence. The community council urges anyone who sees fly-tipping to report it to the police.
Integration of Adult & Children’s Services (Highland Council & NHS) – The community council has concerns that the only example of the model that is to be put in place is not in Scotland.
Fireworks / Bonfire / Quarry / Obelisk– Awaiting information on the obelisk from Highland Council. Date for the fireworks / bonfire is to be reviewed.
Alternative to New Co-operative Shop & Public Car Park at Village Hall – pursuing.
Finances – The treasurer presented a finance update. Invoices for grass cutting and renewal of data protection fee were proposed by LS and seconded by SB. The grant for the village enhancement is the same as last year and therefore the areas of grass to be cut will be the same as last year. The grant for the replacement of the safety netting at the Jubilee has been awarded at a lower figure than requested.
As a result of an internal review of the financial arrangements for community councils, Highland Council has approved new financial arrangements from 2012/13. The funding is based on a core award plus an amount per elector. There will be a reduction in our funding for 2012/13.
Witch’s Slate / Boatsheds – ongoing.
Lighting – Still waiting for lights to be fixed. ACTION – DC to speak to lighting dept about lights not working at slate monument.
Vandalism – Police have been made aware that there appears to be fires in the underpass every weekend.
Speeding Buses – Issue was raised at South Ward Forum meeting. Police are to look at possibility of 20mph limit for whole of village and Cllr Gormley is writing to the Director of TEC services to look at traffic calming measures for Albert Road.
War Memorial – pursuing a public meeting.
Bus shelter artwork – ongoing.
Bus Timetables – KaS informed Cllr Murphy of the problem at South Ward Forum meeting.
Storage Container – ACTION – KeS following up.
Christmas Lights fundraising – Ongoing.
Planters – Some planters are now in place and the school children are to water them over the school holidays. Thank you to everyone at the primary school involved. The planters look great and really brighten up the village. Daffodil and bluebell bulbs to be ordered for planters and other areas.
Best Garden – In response to a request it was decided to organise a best garden competition in the village.
Litter – ACTION – MMA to raise issue of litter picking with Highland Council.
Dr Lachlan Grant Workshop 10 September 2011 – ongoing.
Community Website – pursuing.
Road Surface in Village – Everyone is encouraged to report specific road defects to Highland Council. ACTION – MMA to speak to Scottish Water.
Hydro Scheme – arranging a meeting with Forestry Commission renewable energy adviser and Lochaber Renewables.
Community Council Constitution – with Ward Manager for signing.
Community Council Elections – Highland Council has issued the timetable for the November 2011 community council elections.

Ballachulish village sign at entrance to village should be back in place within the week.
Geopark interpretative sign – work has been stopped by Highland Council. ACTION – MMA & DC to follow up.
Broken bench in Jubilee Park – ACTION – MMA to follow up.
Lochaber Street Lighting Trials taking place from July to December in Banavie, Strontian, Kinlochleven and Fort William.
Association of Scottish Community Council is to close following a significant cut in their grant funding.
Next meeting is on Tuesday 2 August 2011.
