BALLACHULISH COMMUNITY COUNCIL

Minutes of Meeting held in Jubilee Pavilion on Monday 21 November 2011

Present:- S Borland (SB); S Grant (SG); M MacAskill (MMA); Kevin Smith (KeS); T Whyte (TW)

Opening of Meeting
Cllr BG opened the meeting of the newly elected community council.

Election of Office Bearers
Cllr BG invited nominations for the position of Chairman. MMA was nominated for the position of Chairman by SG and seconded by SB. There being no other nominations MMA was elected as Chairman.
Cllr BG invited nominations for the position of Secretary. TW was nominated for the position of Secretary by SB and seconded by SG. There being no other nominations TW was elected as Secretary.
Cllr BG invited nominations for the position of Treasurer. SB was nominated for the position of Treasurer by TW and seconded by MMA. There being no other nominations SB was elected as Treasurer.

Handover of meeting to newly appointed Chairman
The election of office bearers concludes the formalities of the inaugural meeting and Cllr BG handed over the Chair of the meeting to MMA.

Election of Vice-Chairperson
MMA invited nominations for the position of Vice-Chairperson. SG was nominated for the position of Vice-Chairperson by MMA and seconded by SB. There being no other nominations SG was elected as Vice-Chairperson.

MMA thanked Cllr BG and noted it was unfortunate that we did not have a full meeting for the first meeting of the new community council. It was proposed that we continue with the minutes from 2 October 2011 – starting with item 4 - which were suspended at the last meeting on 1 November 2011 due to time constraints.

Alternative to New Co-operative Shop & Public Car Park at Village Hall – ongoing.

Witch’s Slate / Boatsheds – ACTION - Cllr BG to e-mail Conservation Architect and inform her of our plans for a Perspex cover for the Witch’s Slate and ask if she has any other ideas. An application to the Ward Discretionary Budget to be made for cost of Perspex cover.

Boatshed – Cllr BG to raise again with the Conservation Architect.

Lighting – The community council paid a significant amount of money to Highland Council for the lights at the Slate Monument at the entrance to the village and it is disappointing that HC have not responded to requests to fix two of the lights. ACTION – Cllr BG to raise this issue and issue of lights at underpass with the lighting dept.

Vandalism- Concerns were raised again about the state of the children’s playpark on Sunday mornings. It was suggested that we work with the Parent Teacher Associations for both Ballachulish Primary School and Kinlochleven High School to look at solutions. Tech Services can provide equipment eg grabbers and bags, for a clean-up.

War Memorial – to be dealt with in the new year.

Bus Shelter Artwork – L Scott was dealing with the schools and it was proposed that she continue to do this. Cllr BG suggested she speak to the Deputy Ward Manager for ideas.

Bus Timetables – K Small has reported there are still issues. It was proposed that she continue to follow up the issues. Concerns were also raised about buses stopping on the carriageway at the south side of the Ballachulish Bridge.

Storage Container – MMA to deal with.

Planters – all bulbs have now been planted. Many thanks to Ballachulish Primary School for all their hard work.

Road Surface in Village – Concerns were raised about drains sinking – ACTION – MMA to contact Highland Council.

Community Council – It was proposed, by MMA and seconded by SG, to appoint two associate members to the community council at the next meeting. The appointments were proposed because of their expertise in the running of the community council and involvement in various community projects.

Quarry panels – ongoing

Minutes of last meeting (1 November 2011) – proposed by SB and seconded by KS.

Refuse & Recycling – Highland Council are keen to have mini-recycling centres but there are funding issues. It is disappointing to note that there will be no public consultation of the transfer of the Highland Council yard to Transerv. Cllr BG has been asked to inform the community council of the outcome of the transfer before it is completed in order to preserve the options for a recycling centre.

Ward Forum Meeting – Concerns were raised about the amount of presentations there are at Ward Forum meetings and the resulting lack of time for questions and answer sessions.

Bonfire / Fireworks – An excellent display (and fine weather!) was enjoyed by a record crowd. Thanks to all involved and all supporters. The Chairman requested that the minutes record that the conduct of individual members of the public at the last meeting will not be tolerated at future meetings.

Carpark at back pier – Cllr BG was asked if Highland Council received payment from the film unit that had use of it. ACTION Cllr BG to check.
Concerns were raised about the sewer blocking and overflowing into the burns between the children’s playpark and the croft and across the road. Should this happen during heavy rainfall there is the potential for the sewage to flood into the playpark. ACTION – TW to phone Scottish Water.
Village Children’s Christmas Party – it was agreed that the community council will make a donation to the cost of running the party in line with previous years.
There was a discussion about the possibility of have a Multi-Use Games Area in the village.
